Government Affairs Committee Charter

A. Purpose Of The Government Affairs Committee

The Government Affairs Committee (GAC) of the American College of Physician Advisors (ACPA) is responsible for monitoring, analyzing, and providing guidance regarding regulatory, legislative, and public policy developments impacting physician advisors, healthcare systems, utilization management, and reimbursement.

The Committee’s core responsibilities include:

  • Monitoring federal and state regulatory and legislative developments affecting physician advisor practice and healthcare delivery
  • Providing strategic guidance and recommendations to the ACPA Executive Committee.
  • Supporting development of regulatory comment letters, newsletter articles, educational materials, and policy guidance
  • Monitoring advocacy activities and publications from external organizations for collaboration opportunities
  • Supporting dissemination of relevant policy updates and educational content to ACPA members
  • Supporting initiatives aligned with ACPA’s mission and strategic priorities

The Government Affairs Committee reports to the ACPA Executive Committee.

B. Committee Membership and Leadership

Membership

The Government Affairs Committee shall consist of physician advisors and other stakeholders appointed by the Committee Chair. The ACPA President serves as an ex-officio member.

A current roster of Committee members, including leadership roles, shall be maintained separately from this Charter and updated periodically to reflect appointments and transitions.

The Committee Chair may be appointed or relieved at the discretion of the ACPA Executive Committee.

Leadership Structure

The Committee shall have the following leadership roles:

  • Chair
  • First Vice Chair
  • Second Vice Chair

The Chair provides overall leadership, sets strategic direction, facilitates meetings, and serves as primary liaison to the ACPA Executive Committee.

The First Vice Chair supports the Chair and assumes Chair responsibilities in the Chair’s absence.

The Second Vice Chair supports the Chair and First Vice Chair and assumes delegated responsibilities as assigned.

Leadership succession may progress from Second Vice Chair to First Vice Chair to Chair, subject to appointment and approval by the ACPA Executive Committee.

Leadership Appointment and Terms

The Chair, First Vice Chair, and Second Vice Chair shall be appointed by the ACPA Executive Committee.

Leadership terms shall typically be two (2) years in duration, beginning January 1 of the appointment year, and may be renewed at the discretion of the Executive Committee.

The Executive Committee retains discretion to modify leadership appointments as needed to support organizational needs.

Role of Committee Members

Committee members are expected to:

  • Provide subject matter expertise and strategic guidance
  • Support Committee initiatives and policy development
  • Participate actively in meetings and Committee activities
  • Assist in development of regulatory comments, newsletter articles, Town Halls, and other educational materials
  • Serve as ambassadors for ACPA initiatives and policy efforts

C. Meetings and Operations

The Committee shall meet regularly, typically on a monthly basis, or as needed to support Committee objectives.

The Chair, or designee, shall facilitate meetings and oversee Committee operations.

Meeting agendas may include regulatory updates, policy initiatives, educational content development, Committee projects, and strategic discussions.

D. Governance and Administrative Provisions

Quorum

A quorum shall consist of a simple majority of currently appointed Committee members.

A quorum is required to conduct formal Committee business.

Charter Review

This Charter shall be reviewed periodically, at a minimum every two (2) years.

Proposed revisions shall be submitted to the ACPA Executive Committee for approval.
